Retail, hospitality and leisure multipliers apply to eligible properties such as shops, restaurants, cafes, bars, pubs, cinemas, music venues, gyms, spas and hotels. They replace the retail, hospitality and leisure rates relief of the 2025/26 billing year. Your council may use a different multiplier for your property, so check with it.

Relief is calculated on the property's rateable value, not on your profit or turnover, and your council applies
it. Changes such as getting another property, an empty property or a higher rateable value can change what you
are due, so report them to your council.
What changes from 1 April 2027
Budget 2026 announced changes to business rates in England for the 2027/28 billing year. They are announced, not yet in
force: the government still has to amend the regulations. Everything in the calculator and tables above is for 2026/27.

Higher relief thresholds for retail, hospitality and leisure. For qualifying
properties of that kind, the 100% relief limit rises from £12,000 to £18,000 of
rateable value and relief tapers evenly to nil at £21,000 instead of £15,000.
The new thresholds are set until 31 March 2029. Other properties keep the thresholds above.
One limit for other properties. The two current limits on the combined
rateable value of your second and further properties (£27,999 in London,
£19,999 elsewhere) are replaced by a single limit of not more than
£29,999 for England, also until 31 March 2029.
Vape shops and adult gaming centres. Vape shops lose both small business
rate relief and the retail, hospitality and leisure multipliers. Adult gaming centres lose those multipliers but can
still get small business rate relief, on the existing thresholds.
Bill cap for retail, hospitality and leisure. For qualifying properties, bills are
capped by CPI inflation in 2027/28 and 2028/29. The cap does not cover rateable value increases from improvements or
the loss of other reliefs.
Pubs and live music venues. The relief for pubs and live music venues rises from
15% to 35% for 2027/28 and 2028/29. Live music venues with a rateable value of
£1m or more keep 15%. It is delivered through
local authority guidance, which has still to be amended.
Frequently asked questions
What is small business rate relief?
Small business rate relief takes money off the business rates bill of a property in England with a rateable value below £15,000 when the business uses only that one property. You pay no business rates on a sole property with a rateable value of £12,000 or less. From £12,001 to £15,000 the rate of relief goes down gradually from 100% to 0%.
How do I work out my business rates?
Multiply your property's rateable value by the multiplier for your property to get the year's bill before relief, then take off any relief you are entitled to. Use the calculator above to do both steps.
What are the business rates multipliers for 2026/27?
For a property that is not retail, hospitality or leisure, the multiplier is 43.2p below £51,000 of rateable value and 48p from £51,000. Eligible retail, hospitality and leisure properties use 38.2p below £51,000 and 43p from £51,000. At £500,000 or more the multiplier is 50.8p.
What if my business uses more than one property?
When you get a second property you keep relief on your main property for 36 months if you got it on or after 27 November 2025, or 12 months if you got it before. After that you can still get relief on the main property if none of your other properties has a rateable value above £2,899 and the total rateable value of all your properties is less than £20,000 (£28,000 in London).
Can I get small business rate relief and charitable rate relief together?
No. You cannot get small business rate relief and charitable rate relief at the same time. Your local council decides which type of relief you are eligible for.
How do I claim small business rate relief?
Contact your local council. It will check whether you are eligible, tell you how to get the relief and whether you can get any other business rates relief on top.
Does this apply in Scotland, Wales and Northern Ireland?
No. This calculator uses the England multipliers. Business rates are calculated a different way in Scotland and Northern Ireland, and Wales and the City of London use different multipliers.
An estimate for properties in England. The taper is modelled as a straight line from 100% to 0%, which matches
GOV.UK's examples; your council's bill is final.
